I'm not sure what you used as your data source, but Delegate Rice was born in a DC hospital but his family were residents of MD. The same is true of his two daughters that were born at Sibley hospital in DC.

Alex, I used Wikipedia. I realize that their residence of birth is not stated on Wikipedia, but just like any Democrat would do, I "embellished" the truth a little bit.
